The thing's body is Lightning Blue, drybrushed with Bone White and then washed with Reaper's blue ink. Tadaa!
I made a d20 monster out of this, although I have no idea if it's close to the original Demonworld rules for the creature.

Hobbyproducts' Demonworld line has a kind of ice demon called a dai're-coon (you can buy a unit of these demons), and this is a larger "commander" version of that mini from another box set.
